Why isn't there local color palette in Photoshop?

Why there is no local (as in saved inside psd file) color palette/swatches in Photoshop?

Wouldn’t be useful to have one color palette specific to that painting or design work saved within psd? It happened to me on many occasions wishing that feature like that was present in Photoshop.
