What's this effect called?

Hey I keep seeing this effect everywhere and was wondering how to achieve it in AE. The effect can be seen by putting you mouse over the picture of the man here. The effect im talking about is when the color channels separate so you can see the red, green, and blue layers. Thanks.

Channel offset. Duplicate your layer 3 times, apply Shift Channels to separate R, G and B, use Add blending mode to recombine. Add different effects to individual layers or move them to separate them visually.
