Depends the color of people’s clothing and the color of the actors skin. Darker skinned people tend to key better under green. Also 4:1:1 compression like in DV works better with green over blue.

In my opinion, the most important thing in deciding green vs. blue is whether or not any of your foreground elements (actors, costumes, props, etc.) have any blue or green in them. The second most important thing is what the color of the background will be after you composite.

Other factors can include lighting (colors, interior/exterior, day/night, how many lights you have), acquisition medium/format (film, digital, etc.), and even final output medium/format.
