That’s definitely a halftone effect, though not using a Dot pattern like you usually expect when you hear the term halftone… this type is usually called a Line Screen.
There are 3 general ways you can do this:

In Photoshop, Using Bitmap Mode:[/b]

[li]Convert your image to grayscale: Image>Mode>Grayscale[/li][li]Convert your image to bitmap: Image>Mode>Bitmap[/li][li]In the Bitmap dialogue box, set the “Method” section to use “Halftone Screen”, click OK[/li][li]In the Halftone Screen dialogue box, set the frequency to something low, like 5 lines/inch. Set the Shape to “Line”. CLick OK.[/li][li]You’ll probably have to undo and change the settings a few times to get it where you want it[/li][/ol]
In Photoshop, Using the Halftone Pattern Filter:

[li]Choose: Filter>Sketch>Halftone Pattern[/li][li]Set Size to something like 5, Contrast all the way up to 50, and Pattern to “Line”[/li][/ol]The only problem with this method is that you can’t change the direction of the lines

Stay away from Flaming Pear's [India Ink](http://www.flamingpear.com/indiaink.html). It does some similar stuff, but won't give you the effect you're after.
