I think you might be able to do something with shatter - but the whole thing looks more like 3D. Max, Maya, Lightwave - pretty much have built in capabilities like that. The trick is creating the models. Exploding 3d stuff is fun, but you would still have to mess with the explosion and apply some other operators to make it look like it did in the commercial. You could find out what post-house did it and query them.

There are various external plug-ins available for 3d applications like 3ds max…the one I know is “Digimation Grow” developed for 3Ds max…such plugins give effects you are looking for and then composite those 3D renders with your footage…
Checkout the proper usage of that (or similar) plugin used with video footage…this is very famous indian TV commercial…have a look…
