Does you character fit into this lineup or does he stick out? Not meaning to bash but I have a hard time imagining this guy in a Megaman stage, idling by his time until you make your way through the time freezing garage doors.
My first suggestion is to rework the face. Your nose seems too realistic for Megaman. Just thing Dragonball Z or Naruto in nose design and you should do fine here. Second, your eyes are a tad too realistic. Biggin em up a bit. And finally (for the head), the cybernetic eye seems just a tad too much. Out of Megaman’s entire history, only one villian did the eye thing and that was Pirate Man. Only one villian didn’t have matching eyes. It’s also the kind of detail your average gamer just cannot see. On screen, your entire head will be, at most, 64x64 pixels. Looks like you have at least that in the eye texture alone. The hat can be successfully incorporated unless you do a drastic design overhaul.
Now for the body, and this is where I get harsh. The first thing is the trenchcoat itself. One of the things I kept telling a friend of mine last time I tried to design a Megaman Villian roster with some friends was this. You’re thinking of “what’s cool” instead of “what’s Megaman.” Of Megaman’s history, only four characters had a draping like cloth and that’s Dr. Light, Dr. Wily, Dr. Cossack, and King Man. The trenchcoat seems a tad much and does a tell of a job of pulling your character away from the Megaman universe. I wish I had an easy solution on how to incorprate a trenchcoat design but it just seems out of place in the MM world. As for the weapon itself, I’d retool it. Try to look at character designs like Wolfwood from Trigun or Grave from Gungrave. Take that kind of weapon design and start “megapimping” it out by adding vents and thrusters and a stylized way of holding it.
I have a feeling, if you can nail the weapon to fit inside the Megaman Universe, your character design will just naturally adapt itself to the finalized weapon.
