An easy way to do this would be to search DeviantArt for “grunge brushes” or something like that, load them into Photoshop, and stamp them onto the Layer Mask of an image. Though there really are several ways to achieve this.

yeppers. i downloaded the grunge brushes some time ago and they will definitely give you the effect your looking for.
