skin difference between maya and max?

hi i have a model in maya which has some cluster handles used on it.
we export it to .fbx and import it into 3dsmax and the weighting of the cluster handles have changed slightly.

Is this a documented bug/issue with .fbx format? does anyone know of a work around so the skinning on the maya model is 100 % the same in max?
