Shape modeling queries

XSI seems to have a weird blendshape work flow.

But anyways my question is , Do I have to model the head and the body separate, apply shape keys to the head and then weld it to the body for skinning or shall I just go ahead and apply a cluster to the head vertices ( which is part of the same mesh as the body ) and not worry about performance overheads since XSI will just calculate the shape keys only for the selected Cluster and ignore the rest of the mesh ( in this case the body ) ?
