Hello, I’ve got a little question that I can’t seem to solve looking through the docs…

Say I set the specular amount on a material to 20% then put a noise above it affecting specular amount with value one 0% and value two 100%. Does that noise alter the spec amount between 0 and 20, or 0 and 100?

It doesn’t matter what the specular amount is set to in the material, texturing the specular amount overrides the material setting.

… unless you set your specular maps Blend mode to something other than “Normal”. I tend to use “Normal Multiply” for spec so that I can still use the specular amount from my material.
