Select not working with transform

I am having no luck scaling and rotating in Corel Painter X (for Mac).

Selecting works OK if I want to cut or copy, but a selected area won’t transform at all. The selection doesn’t seem to be associating with the working layer for transform functions.

Can anyone please advise?
