I’m creating a human clothed model with color, normal and displacement map in zbrush but the blouse and pants and head are in their own individual t-pages but later down the road if I want to fit them all into one t-page is there an easier way to group all the maps together without scaling all the maps to fit the UVs? Or should I forget all this and just start everything into one t-page. Trying to avoid the fist path because I might want to at least have a high res version of all these maps.

you can load multiple maps onto a model (at least in max) by either using different mapping channels, or using different mapping tiles. Mapping chanels are like layers for your uvw maps, the tiles are like having one texture map with multiple maps that can contribute to them.
