Rotate environment in three dimensions

Hello everyone!
I have one big problem. I need to rotate environment map on the object. I find only one way - use VRayHDRI map in environment. But it have one problem. Texture is rotating like globe. I can’t rotate in red direction (((

But i very need rotate one pole to me.

To good understand problem, lets repeat this result:

  1. Use some map. It will be better to use checkers or tile for better visual control. Mapping - spherical environment
  2. Use it map in environment slot. Reflect is white, of course.
  3. No rotate object and no modifiers. But it point not obligatory.
  4. Default view in perspective
  5. Render like on image. Orange stripes show important directions of texture.
