I’m making a dirty sink which has some areas which aren’t dirty so I need those areas to be reflective while others such as the dirt are not reflective. Is there some way to place the dirt texture over the phong material so the area where there isn’t dirt is reflected?
Reflective and non-reflective material on same object?

you can make a composite material that is a material that consists of multiple sub materials that can be masked in between.
What software are you using?

Just use a greyscale map in the material reflection slot.
white=fully reflective/black=0 reflection.
