Realflow pool waterfall/overflow

I just started using RF and can do quite a bit so far but have been stumped on pool water. Before has been super easy with the simple animating phase and/or bump on a material in Max but now I need to have one pool over flow into another pool. It’s a series of 3 steps from the top basin flowing down into a partial smaller basin then falling one last step into the lower basin.

Anyone have any suggestions how I should go about it? I haven’t done any “fill” tests with RealFlow yet. Haven’t quite gotten that far. Is that what I think it is though? Fill the top basin and let it overflow? I don’t know how to do it yet but I’ll learn it if that’s the obvious solution.

Should I fudge it and just animate pool basins materials in Max and leave RealFlow to produce the actual water falling over the edge? Just use the edge as an emitter?

Any help would be badass.
