pulldown menus in fullscreen mode (win vs mac)

hi,
in photoshop for windows when i go into full screen mode, there is a tip in the toolbox that opens a file-edit-bla-bla menu.

How can i trigger the same thing (open pulldown menus) in photoshop for mac without exiting full screen menu? Is there a workround?
