Produce tangent space normal map from two object space normal maps?

This is a weird question, but there’s this odd trick I want to try.

What I have is the object space normal map of a low res mesh, and then the object space normal map of a high res mesh projected onto the low res mesh.

I am looking for something that can take these two normal maps, and somehow difference the details of them to give me a tangent space normal map. Does this exist?
