Be sure to have the random effector enabled, assined to your cloner, uniform scale disabled and maybe have your clone editable
It’s not perfect, but , it’s close enough since I’ve been away from Cinema for a year or so. It took a lot of refreshing to get things to work.
However, in the end, it was mostly a matter of manipulating darn near
every strip of paper.

Thanks IAC … as stated, it boiled down to a lot of fiddling to get the
randomness of all the paper strips.
Using the leg, I made a spline with rounding, dropped that into a cloner
that had a polygon shaped to a strip of paper and entered a count of 12.
Make that editable. Then, selecting each poly … use the rotate, scale
and move tools to adjust position and size … where needed.
Flat surfaces used the same process, but with a straight spline.

PS. There is a color textured (blocked) structure underneath
