Optimum File Size

I am undecided on this issue.
What is the best size to work with digital art. I use Corel Painter and Photoshop.
I would love to work on pieces at least 16x20 inches at 300 dpi in case I want to make a large
print later.

Would it be best or better to work a smaller size and use external software to “blow it up” to a larger size.

16x20 inches slow my computer to a crawl.
