Oil Paint effect

Hi,

I’m just starting out on a group project at university and i’ve been assigned to texture/render. My group wants an oil paint effect like this, http://vimeo.com/2074812.
Now this was made with thousands of oil paintings and we really like the painted feel with the movement.

I’ve not enough knowledge to know how is best to achieve this effect. Some of my ideas are;

Create four or five painted textures that are slightly different for each object, then animate the texture so that it cycles through them constantly.

Or render out the frames with a standard textures of block colors then apply a filter in something like Nuke or After Effects.

Does anyone know a good way of achieving this as i really need some advice?

Probably this.

Maybe it’s even a frame by frame paintover.

Or render out the frames with a standard textures of block colors then apply a filter in something like Nuke or After Effects.
The problem with filters is …they look like filters. I’d use thos filters to create a set of textures to cycle through, not just to process the final image. Maybe a combination of both works.
