My guess is that they’re rendering above the horizon due to a combination of cloud altitude, haze and fog altitude and density. Also, if you’re using fog, these settings are worth looking into as well. Those are probably the setttings I’d fiddle with first. These can also affect the color of clouds near the horizon.
