You film it. Ink on wet paper.

Try using a fractal noise. I have had a lot of success with it for a similar effect.

Fractal Noise is prolly your best bet. here is a vid I made using fractal noise.

riot gear (http://www.videocopilot.net/products/riotgear/) also has some good video source to use.

I bought the pack specifically for their ink bleed for a similar issue.
