Need Help for Build PC under 500$

Hi , i am confused choosing between
HP Z420 (2013) and
Core i3 7100 ,
Gigabyte - GA-B250M-D3H ,
8 GB RAM and
GTX 1050,
Which one you recommend me . i use Photoshop, After Effects, 3ds Max for Modeling/Texturing,Not Animation, budget is 500$ i would very thankful if you reply me .

Amd ryzen r5 1400 for cpu.
Gtx 1050 for gpu or cheap Amd RX 460 4gb.
16 gb ram.
