Ncloth a skinned shirt

How to apply ncloth to a skinned mesh partially, I want a part of a shirt which is hanging like a sleeve for example to be cloth but the rest move with skincluster, is there any way that blend between the effect of the cloth and the effect of the skincluster using map or weights?

In 3ds max there is a state called preserve which when assign to vertices , they follow the skin or whatever deformation happen before the cloth.

Also preserving vertices has no calculation as if they are not part of the cloth in other wors, I could make the mesh stick to the surface underlying but that is not efficient or fast for my purpose.
