what is the best modeling program for characters?

The one you can afford and can easily navigate through. They’re all the same just different interface and features.

For character modeling “ZBrush” is prefect. but if you are a new comer to character modeling you should first come through Max or Maya.

Zbrush seems to be the most used one… Take a look at the images around the forum and the website, almost every character is made with it…

If you’re just doing concept work then ZBrush is good.
