Mia material is perfect for this. The specular/reflections can be easily controlled to be stronger on the edges via the brdf settings. Use a value lower than 5 (maybe 2 or 3) for the brdf curve to broaden the falloff from strong glancing specular to low level specular for front facing surfaces.
You’ll also want to do this for the diffuse component. Turning the roughness slider up gives a nice powdery velvety result, but if you want full control over it then plug a black to white ramp (black on top, white on bottom) into the diffuse weight and plug a sampler info node into that ramp to drive the facing ratio values of the diffuse by connecting the V coord value of the ramp to the facing ratio of the sampler info node. Your ramp will need to be a V ramp. If it’s a U ramp then connect the U coord value instead of V.
