Making smoke behave like liquid?


Hey guys, i have to make a simulation for a short film. In this scene, the main character is on top of a building, over the clouds and looks at the city. Some other tall buildings can be seen over the clouds. The thing is that the clouds have to move like water, as if the character were on a boat and the clouds were flowing through the buildings.
Any thoughts?


Well, things are getting complicated. In the storyline, the cloud ocean has even waves that crash against the buildings. Any idea? Anyone???
