Wow, thats absolutly great! They have adobe photoshop, creative suite and Autodesk 3ds max. Although one thing that caught my eye is that 3ds max is a 13-month term. I am double checking here, doesn’t that mean that you are paying to own that program for only that 13 months?
Making Concept Art in Photoshop
At least you have some of the fundamentals down then if you draw like a “grade schooler”. Don’t sell yourself short though. What you need to do is look at your pieces and identify what is missing - shading to bring out depth, detail, accuracy of lines etc. Once you have identified the lacking areas then you should practice those items over and over. If it’s shading then draw cubes, spheres, cylinders and pyramids until you get used to displaying light on an object then start drawing more complex items (like chess pieces, fruit, bowls, common objects). Always use references when you are starting out so that you know how and object looks when certain lights are cast on it.
Take some drawing classes at your local community college or even online. You Tube is chock full of video tutorials on drawing. Draw the basic fundamentals and work up from there.

Some people are naturally talented and really never need instruction but there are those of use who learn by example and by doing - if you are one of those then keep practicing. Photoshop isn’t going to make you a better artist, practice will. It won’t matter if you use a computer or paper and pencil either.
How do you prove your proof of age? Is it with your Birth Certificate, school, or something else?
Drawing does take practice it’s just making sure your practice is right. I’ve learned you should draw real objects not images. Pay attention to shape and just keep drawing and showing your drawings. This way people can point out any of your mistakes so you don’t get better at bad drawing :p.
