Making a texture node


Am seeking advice on a way to write a texture map in 3ds max
where it takes an image and manipulate it in some ways .

I don’t know where to start or what language to go with
but i do want it when it’s finished to be either an installer or a ( dlm/dlo etc. ) file

what tools do i need
and where to write the code can maxscript do it and make a dlm file ?
Any advice on this please ?
