Anyone know of something affordable to do somthing like this in AE or PS?

I don’t follow. I mostly see Trapcode Starglow. The short moment of the actual lens flare is way too short to discern anything, so it could be anything from Knoll Light Factory to Boris Lens Flare to Sapphire Lens Flare.
