I don’t think so… but then, I don’t know much about MB, I tried creating an auxiliary effector… it didn’t work. try maybe parenting under some object… I tried to do this, but it doesn’t “just work”… as expected, maybe there are things I should know about parenting a joint to another joint or object… but then, maybe it just doesn’t work
the thing with MB, like with any IK system, is that you can’t really lock things down, you only “sort of lock some of them down”. if you need to lock things down properly, and to be able to work separately on different parts of the body without them influencing each other in any way, don’t use good old cassical IK, use a freeform/broken rig that you’d have to build yourself, and you can do that in any major 3D package - see

(that’s maya supertoon series) on how to build such a rig.
yeah, the problem with keyframe animation is that you work hard to position something and you like it exactly where it is, and by God, it should stay there no matter what, well, MB is a great software, but it can’t do this. MB is not customized for keyframe animation, unfortunately, but more for editing animation. I also am trying to use it for keyframe, because of its fast auto-rigging and ease of posing… but man, I’m having a real hard time keeping things locked down where I need them. I do it manually, and I can’t even find ghosting in this soft to help with that… it’s hard.
haha, MB for keyframe animation is a bit like using a concrete drill to hammer down a nail, it does the job really well, but it’s not the ideal tool…
here’s for your viewing pleasure a cute image of fancy shmancy MotionBuilder… (hehehe, i had a lot of fun finding it
