Liquid Calligraphy effect in Nuke

I’m trying to work out an ink effect that is similar to the bleeding ink effect, but for this the ink is drawn on water and blown using a straw: http://www.ruskhasanov.com/liquid-calligraphy.html

After some research I came across this method that has been a good start.

The two main steps of the effect that I’m still figuring out are:

  1. Have the ink bleed out as those tendrils instead of a blur.
  2. Have the ink get “blown away” with that streaky look.

Any suggestions on how I can approach getting those steps?
