Laying-Out Comic Pages in Illustrator?

I was checking Brian Denham’s ILLCRAFT Illustrator all-digital tutorials, and one thing strikes me - he works straight in the printing resolution?

I figured editors would want everything in 11 x 17 instead of the 6.8 x 10 he mentions in his tutorials?

And what of the way Illustrator shrinks down the imported images? Does that affect the printing in any way?

If anyone can point me to links about topics like this (and/or anything about designing comic pages on Illustrator), please do.

Balloon Tales, a website created by the lettering company Comicraft, is a good one to go through. Admittedly, it’s focus is more on lettering, but if you go through the archives and Q&A, you should be able to find some tutorials/walkthroughs on how to import an image or PSD file without much alteration.
