kirilian photography effect

Hello, could any of you point me in the direction of a plugin in or something that would allow me to achieve an animated kirlian photography effect on images?

basically a glow with little animated spikes sticking out of it adjacent to the edges

Probably more Shine than Starglow.

Neither. CC Vector Blur is all one needs - extract a clean contour with hard edges, randomize it slightly with Roughen Edges or Scatter, apply CC Vector Blur.

Thank you for the suggestions and the links. This cc vector blur seems to work quite well.
