I think you can do this several ways. The way Ive done this in the past is to emit a whole lot of cloudy particles out of the exhaust making sure there is a lot of contrast between particles. Try and achieve a smoke like effect in other words but dont be too fussy, make sure there is plenty of contrast in the smoke. Then the magic happens in comp when you take that smoke layer and use that for a distort effect over your action. Im not a comp wizz but in Shake there is a node called idistort or something like that, Im a little vague on it now.
Another method is to just do the whole thing in comp, roto in some animated noise and use a distort node over top your action.
I just needed to do jet exhaust, I was way over thinking it and trying all sorts of crazy fluids sims until I saw this

simple particle simulation worked like a charm, and like aikiman said it really came together in post, some glow and distortion sold it
sold it? might want to look at some reference. i dont think that tutorial will suffice, i would go with some transparent noise deformed nurb cylinders with an incidence angle based shader and a particle sim on top.

This is the result I got using that tutorial and some basic compositing, it’s maybe a little styalized but I though it worked great for what I needed
cool. it actually depends on what you are after… for games & other TV stuff the particle dynamics might work …but if its for a movie…doing a jet exhaust with Fuids is much easier & better especially if its more fiery kind of exhaust like the one you see in Stooch’s reference image here.
