first of all it turns out you dont actually need a devkit to make ps2 games this site explains a lot and offers downloads go to site
i have found another site that has a picture of the ps3 devkit, it is huge by the way, and i would try to avoid it if i could here is the site.
if you still want the ps2 devkit, there is a linux kit available here, if you look on the site more you may be able to find the ps3 kit although it is probably to early

www.ps2dev.org is also a great site with tools for ps2 development. A modified GNU GCC distrubution is also availible on the site including all the needed headers and libraries for using all the functions of the PS2 (including GFX, Sound, Networking (TCP/IP), HD Access, Accessing USB devices, User Input and handling memory card data).
