Check out particle systems in AE. There’s a few built-in ones that should be able to do this fine. You’d have to rotoscope his legs so particles could pass behind them. Then just transition to the graphic.
It was most likely done using traditional cel animation techniques combined with some optical tricks to achieve the glow effect.
At a guess, the process would have been…

[li]Project the footage on an animation stand and on each cell draw the effect.[/li][li]Then replace the projector with a camera (or use a different animation stand which has been setup with a camera) and shoot each cel onto film - creating a black and white matte for the effect.[/li][li]Combine the original footage and the effects matte in the optical printer. First exposing for the core of the effect (in other words, where the matte is white add light to that area) then rewinding the footage and repeating the process but this time defocusing the effects matte to create the glow. Use of colour filters to create the blue tint to the glow.[/li][/ul]Funnily enough - aside from not having to draw the effect frame-by-frame, the rest of the process is roughly the same as how you’d achieve the same effect today.
