How to remove Frame blending?

Is there an automatic tool to remove frame blending caused by retiming from a footage?

Maybe it’s better to convert it again with a more sophisticated algorithm, which uses optical flow technologies (analyzing the motion of all pixels and creating intermediate frames based on selective warping)?

ReelSmartMotionblur people claim it could remove motion blur so I was wondering if one could use such technique to get rid of blended frames.
As for why I asked, it was a quick job where I received a footage like that. I ended up just recreating the blending again on the stuff I had to add.
