Im really wondered if we can do this kind of work by PS or not. Anyone knows how to? Or I should ask in another room. Thanks in advance. I like the color tone and the details of both subjects and background.

If you are only trying to match the tonal qualities of that image try using Image > Adjustments > Match Color and make this image your source. Match Color was added to PS version CS and higher.
Oh thanks for the tip for matching color tone. How about the way makes the picture looks it is painted like this? Do u have any ideas? 
There are some filter that can come close but really you would have to go over it with brushes in Photoshop to get that type of painterly feel.
Do a google search for “Photoshop paint plugin” or Photoshop paint brushes" and you will get a plethora of hits.
That image might have been done by hand and is a digital painting - who knows. There are several sites out there that have tutorials on how to achieve that look - here are a few links:

As with any craft it takes time and patience to perfect this technique and you will have to do a few “practice” ones before you get to a point that you are happy with the results. But don’t give up and keep using that wacom tablet!
it may look painted cause it is painted. If you are new to photoshop try not to get into the mindset of photoshop is easier than painting or photoshop can turn this into that with a few clicks. Photoshop is just a medium for art creation. If you look in the gallery you will see art done in photoshop that say 20 + hours to complete. On a side note you can try overlaying textures over a photograph and playing with the tones… or you could turn the whole thing black and white and paint over it in a color or multiply layer
The image looks like a photo manipulation over the original famous painting of the farmer and his wife. not much “paint work” here. Looks more like a skilled use of the path tool and adjustment layers. There are guys that do this stuff at amusement parks.
