How can I extract a model from the game GTA San Andreas for the intention of studying it?
Is it legal? Since I’m not making any code modifications, hacking or using it for comertial intention.

Is it legal? That all depends on what the license agreement says.
I’d be willing to bet that it does not give you permission to do that though.
Some time ago (a long time), Valve released a SDK with all Half-Life 1 models, rigged in 3ds max with Character Studio. Was very nice, I learned a lot from those files.
I’m wondering if there’s something like this in GTA SA. Unfortunately I didn’t find anything, so I started to search how to extract the model from the game.

Unless the publisher/developer specificly allowed it, it is not legal. but, mods are usually seen as a mean to attract more players and extend the life of the game, so nothing is done against them (for example MTA etc).
As for extracting model information (meshes, animation, textures) it is up to the specific game. most games use their own formats for models and need special export/import programs.
