I agree with Glacierise, Krakatoa for sure and possibley a touch of Fume.
Something to get you started:

[li]Set you Time configuration to 600 frames[/li][li]Create a standard flow, set your Particle in Viewport percentage accordingly and raise you system limit to something like 10 mil[/li][li]Set the Birth Operator to 0 to 600 frames, rate of 10[/li][li]Switch the Icon to Circle, make it large 500 units[/li][li]Select the Position Icon and set the emission to “Edge”[/li][li]Remove the speed operator and replace it with a Standard Force operator, create a Vortex space warp at 0,0,0, rotate it 180 degrees, Axial drop 0.0, Orbital Speed 4.0, Radial Pull 0.0 add it to the Force operator.[/li][li]Remove the Rotation Operator[/li][li]Remove the Shape operator[/li][li]Add a Find Target Test, Control by Time, Docking Direction "Icon Cylindrical[/li][li]Create a new Speed Operator Event, Speed 100 variation 25.0, enable reverse[/li][/ul]Add a couple Spawn Tests to spawn some trails and your on your way.

Looks like a good starting point to me:)
Playing with it should have been easy to see what is going on.
This is what I got after messing with it for an hour or so. I must admit I opted to use birth paint for my initial particle seeds.
I attached the starting point that I used, which is basically what I posted earlier with a couple more operators.
