how does the layers with sub D workS?

i have been tryin gto work with a model i subD 3 times, but when i wan to change from layer or paint in a another i cant, or if a lower the mesh resolution say that the layer is locked?

oh, also i htink my smooth brush is not longer working i reintall mudbox but when i use the normal brush+shift nothing happen
or when i use the smooth brush the same thing.
