How do you determine Poly count for character models?

Hello.

I’m doing a dissertation for my final university year on a 3D character modelling fully textured and I was curious how one actually determines the poly count for the character? I have did done my research about these positions but there’s not really any information or even mentioning the poly count.

Basic rule would be a mix of: target hardware, engine & optimization (LOD levels):
