How can I make a 2D mouth rig without a image sequence or a texture switch?

Hi,
For quite some time I have been trying to figure out how to make a 2D mouth rig without a image sequence or a texture switch?
Here is a video with a example of what I mean:

I am aware that the person in this video is using 3DS Max. I am trying to get a similar result in Autodesk Maya.
Is there any way I could get a similar result in Maya? If so, would you mind sharing the steps or give some key information which I can use?

you can use a “shrinkwrap” it will project and stick the mesh to the surface.
