help advice plz

I am having trouble to figure out how I should rig this character arms. The upper part as to behave as tentacles and the lower part as a regular bone structures. I dont need something fancy but just enough to have him attack and do some casting movement. Any advice would be appreciated

well you make the long part a spline IK and then parent constrain the controls of the FK claw to the last bone controlled by the ikspline
