Has extrude behavior been changed?

In 2.31 if I did extrude (z) and then (I ) I could do an inset scale without anything moving.
Now extrude automatically creates a small extrude for some reason and inset scale is more like a bevel.

I see my rookie mistake.
You have to access the options menu for extrude and then it works as before:)
