GUI like XSI is possible ?

hi guys … I wonder if you how to make a GUI like the one that follows the link … this was done in XSI, but in max and maya can be done well, this GUI has a floating window, and I do not know if it would be very difficult to do in the blender, any of you who work in python could give help on how to create This floating window? perhaps this study becomes a workshop where everyone can participate and be of great interest to the community blender … and also would be very useful for animation …

Those types of setups are made most often as plugins or scripts by in-house programmers for studios.
All necessary elements are already in Blender, and there is no need to use Blender to make great rig.
