Glowing Evil Eye In Combustion

Hi I have extreme close up of a actor, I would like his eye to glow for couple seconds like in this image can this be done in COMBUSTION 4 if yes can you give me a step by step on how to do it, or just a quick break down. Or maybe a website if there is one

You can make using masks, Glow, and color correction tools, perhaps using plugins as the Trapcode Shine you obtains to make more easily
