I’m currently studying Shake and Nuke to add to my composition repertory, not aware of the entire limitation of either packages as yet.
Perhaps this question is already a possibility in either package.
How do I (or suggest a good tutorial) control frame rate speed without choppyness, so I can slow the action down at my leisure?

You can use optical flow for that, but it’s not that intuitive and artifacts can occure. The example you gave is probably rendered with a high framerate and retimed in a nle.
If you choose to go and try the optical flow way, you have go to the Timing tab of your source in-node , and choose Remap under reTiming. Change your retimeMode to Adaptive and start playing with the curve. Good Luck!
