The main things I can see in this image is self illuminating textures. But as you look further there is some offsetting of the R, G, and B channels ever so slightly. I have seen holograms done in a similar fashion.
You could create a mask for the shapes/patterns you want for your red, green and blue channels in psd, save those out individually, then assign appropriate colors to them in your 3d app, in maya you could play with color gain on each, then, add a slight but unique UV offset to each txtr. If you wanted to get a more holographic look you could throw in some noises into your color gains for each txtr. Then you could add them back together again and put the output into your self illumination channel.
